Snow & Ice Removal Reminder
As winter approaches, the District reminds all Downtown property owners and business tenants that safe, accessible sidewalks are essential for customers, employees, and emergency services. Compliance with Town of Manchester snow and ice removal regulations is required.
Deadlines

Snow: Must be cleared within 24 hours after the storm ends

Ice: Must be removed, sanded, or treated within 12 hours after the storm ends
Overnight Parking Reminder
Property owners should remind tenants not to park overnight on Main Street during snow events. Parked vehicles prevent plows and DPW crews from properly clearing curbside spaces and snow windrows.
Snow & Ice Removal Requirements
Abutting property owners must:

Sidewalks:
Clear the entire gray public sidewalk. Where sidewalks are wide, a minimum of 8 feet must be cleared (measured from the back of sidewalk toward the curb). Full clearing is preferred. -
ADA Ramps:
Clear all handicapped ramps to a minimum of 4 feet wide, from sidewalk to curb and through the snow windrow. Ramps must also be sanded or treated for ice. -
Pedestrian Push Buttons:
Clear a 4-foot-wide path from the gray sidewalk to pedestrian push buttons located in red textured areas. -
Bus Stops:
Clear a 4-foot-wide path from the sidewalk to the curb at bus stops on the bus-approach side of the sign, including red textured areas and snow windrows. -
Fire Hydrants:
Maintain 4 feet of clearance in all directions, plus a 3-foot-wide path to the street or public way for Fire Department access.
Additional Responsibilities

Customer access:
Provide access from sidewalks to on-street parking where feasible. One cleared path per four parking spaces is recommended. -
Public amenities:
Keep access clear to mailboxes, trash receptacles, and news boxes.
Town vs. Property Owner Responsibility
The Town of Manchester clears:

Roadways

Sidewalks, ramps, and bus stops along Town frontage only
All other sidewalk areas remain the responsibility of the abutting property owner.

Overnight parking for Downtown residential tenants with long-term parking passes is permitted only in designated Downtown lots.
